BAPCO 2027 takes place on 23–24 March at the Liverpool Experience Campus and is organised by British APCO, a charity‑status association founded in 1993 and governed by serving emergency services professionals. The event is described as “built by emergency services, for emergency services” and aims to unite the UK’s public safety community – police, fire, ambulance, academia and industry suppliers – to shape the future of emergency response.

The programme is structured around two full days of learning, networking and exhibition. Key elements include a CPD‑accredited conference, an annual dinner, and a series of purpose‑built zones: Tech Tours, an AWS Partner Zone, an Ordnance Survey GeoZone, a Wellness Zone and a Public Safety User Zone. Each zone offers targeted showcases and interactive sessions that address real‑world operational needs.

Exhibition space hosts over 95 exhibitors, including ESN, JUMA Communications, BT plc, Palo Alto Networks, World Police Fire Games Perth, and many others. The exhibitors are selected with input from frontline practitioners and technology leaders, ensuring that the solutions on display meet genuine public safety challenges.

The event’s Advisory Board, established for 2026, comprises emergency services professionals such as Vicky Burrell (Product Specialist, JUMA Communications), Wayne Parkes (Independent DDaT consultant), Will Lee (AACE), Aaron Page (Principal Consultant, Actica Consulting), Andrew Douthwaite (PDS – Chief Technology Officer), Andy Cunningham (NPCC/ESN – NEAT), and several others from NFCC, HMCG, and IBM. Board members contribute to shaping the event’s content, speaker line‑up and networking initiatives.

Target audiences include frontline emergency service practitioners, technology innovators, decision‑makers, and industry suppliers. Speakers and panelists are drawn from the Advisory Board and the wider community, covering topics such as communications technology, data analytics, incident management, policy, user experience, infrastructure, and wellness for public safety professionals.

BAPCO’s goals are to improve emergency services communications and technology, provide CPD‑accredited learning opportunities, foster networking, and showcase innovations that are vetted by operational experts.
